Os BIP (Blended Intensive Programmes) são cursos breves que combinam uma formação virtual e uma mobilidade internacional, tipicamente com a duração de 5 dias.
Vais aprender sobre temas atuais e transversais, de forma prática e interativa, com um grupo de estudantes de pelo menos 4 países!
Os participantes recebem uma bolsa de 79€ por cada dia de mobilidade e um apoio para a aquisiçao da viagem, determinado com base na calculadora de distâncias disponibilizada no website da Comissão Europeia. Existem ainda apoios extra para estudantes bolseiros da DGES.

The BIP “Digital Governance and Democracy” examines the relationship between digital transformation and democratic governance, in line with Erasmus+ Digital Transformation priorities. It equips participants with knowledge and skills to understand how digital technologies influence governance, participation, and democratic institutions.
Specific Objectives:
- Analyse opportunities and challenges of digital tools (e-governance, AI, social media, data-driven policies) for transparent and inclusive democracy.
- Develop critical awareness of risks such as disinformation, digital divides, privacy erosion, and algorithmic bias.
- Promote collaborative learning through blended mobility supporting transnational cooperation.
- Develop participants’ digital and intercultural competences for civic and public-sector engagement.
- Strengthen higher education capacity to address challenges like AI governance and digital participation.
- Apply challenge-based learning, where international teams solve digital democracy problems.The programme incorporates challenge-based learning elements, where transnational teams tackle issues related to digital democracy, aligning with Erasmus+ goals of innovation, inclusion, and active citizenship.
- Learning Outcomes:
Upon successful completion of the BIP, participants will be able to achieve 3 ECTS credits and will demonstrate the following learning outcomes
Knowledge:
- Demonstrate comprehensive understanding of key concepts in digital governance, including e-democracy, platform regulation, digital constitutionalism, and the role of emerging technologies (e.g., blockchain, AI) in public administration and democratic processes.
- Identify and analyse the impact of digital transformation on democratic principles such as accountability, participation, and equality, with reference to EU policies and global frameworks (e.g., UN Global Digital Compact).
Skills:
- Apply digital tools and methods for collaborative online learning, including virtual teamwork on policy analysis, data visualisation, and simulation of e-governance scenarios.
- Critically evaluate digital policies and platforms, assessing their effectiveness in promoting inclusive democracy and mitigating risks like misinformation or cyber threats.
- Develop and present policy recommendations or briefs on digital governance challenges, using evidence-based approaches.
Competences:
- Exhibit enhanced digital literacy and advanced competences for navigating and contributing to digital civic spaces, enabling active participation in democratic life.
- Demonstrate intercultural competence and transnational collaboration skills through group work with peers from diverse European higher education institutions.
- Reflect critically on ethical implications of digital transformation in governance, fostering a commitment to sustainable, inclusive, and democratic digital societies.
These outcomes are integrated across the virtual component (collaborative online assignments) and the physical mobility phase (intensive workshops, discussions, and challenge-based activities), ensuring added value through innovative blended teaching methods.
